I'm confused because I'm about to open up a bug report because it appears that structure already does this when it clones the selected issue. It will allow the user (who does not have permissions to set the security level) to create an issue which clones the security level of the issue that was selected in the structure.
This is REALLY bad, because if a user does not have permission to set the security level it should ALWAYS be the default level not whatever level was set on the issue they selected in structure.
Our security folks consider it an elevation of privileges that structure is allowing a user who does not have permissions to set the security level the ability to clone an issue of any security level they desire.

The strikethrough is the normal JIRA convention... supporting it would improve usability by making it feel natural to users
