Filter the issues that aren't picked up by the generators
To force a rebuild of the structure based on generator rules only.
The filter would help to identify the issues manually added into the structure.
Then we can decide which issues (all or selected) to remove from the structure if not relevant.
Problem: We cannot remove all the issues from the structure. There's a warning when removing at least one issue that is picked up by the generators, and when we acknoledge all the issues come back.

Oh yes sure these other ideas would be just enough to achieve the need I raised.
There would no need to additional filtering with them.Do you have any reference to these other ideas?

Thanks for posting this request! I understand the problem.
One thing we had in mind for a while is to somehow make generated and manually added rows different -- for example, adding some colored marking for generated rows. That way you can see what kind each row is.
Another idea is to have on/off switch for a generator, so you can temporarily disable all generators -- then all that's left is going to be manually added items.
If we implement both of these ideas, would you still need additional filtering?
