Allow attachments and reference documents to be associated to a structure.
Structure should allow for attachments to be added to it. Right now, in order for me to get to attachments, I need to know the project, version, story and task number. A year from now, I won't necessarily be able to recall those details in order to get to a specific attachment.

I can see the value in adding attachments to a structure, but in my opinion, this would be duplicating JIRA functionality, which we'd rather not do - the issue, as a basic unit of work, has already features for attachments, discussion, workflow, etc.
So I would rather think about how can we reuse those JIRA features and apply them to a structure - for example, we can automatically create a special single issue for each structure, where all discussion and attachments can go, and have a special user interface to work with that issue from the Structure widget.
To have those issues not affect statistics, they might be put into a separate project (e.g. "Structures").

Yes, I would like to create a structure for each of our company's major initiatives. These major initiatives are epics, in a sense. I'd like to associate attachments to the overall epic or structure, rather than at the issue level. I will need to investigate whether creating an issue that we attach documents to, and then add to the structure will work. I know that will add to the issue count when do calculate metrics and reporting, but one issue will not skew our overall trending metrics.

Thanks for your suggestion. Do I understand correctly - you'd like to attach files and other documents to the whole structure, not to specific issues? Can you create a special issue for that, add it to Structure (say, keep it always on top or at the bottom of the list), and attach documents to it?
