Multiple parents within same structure
Allow an issue to have multiple parents within the same structure. My teams use JIRA to manage their messy hierarchies of requirements (vision, needs, goals, objectives, requirements, desirements, stories of all kinds, tasks, epics, bugs,... We make them all the same JIRA issue type "Requirement."). Often the same requirement "elaborates" multiple higher level requirements, so the hierarchy is messy. We have been using a custom link type of "elaborates"/"elaborated by" to represent all the requirements in the hierarchy, but it is difficult to see and manage when the messy hierarchy has many levels and issues.
change to Completed, since it is already done in Structure. Thanks!

it is actually possible to add issue several times in structure, so you can have different parents for the issue. These hierarchies can be built manually or automatically, using links. You can find more details here: https://wiki.almworks.com/display/structure/Creating+Your+First+Structure

The parents must be able to exist across multiple levels of the messy hierarchy. The parents need not be siblings.

We never have used Structure, and might not since it supports only strict hierarchies. I suppose we could use it anyway and augment each hierarchy with links to the additional parents, but that pretty much defeats the purpose of using Structure instead of just using JIRA's links.
